It exists because release notes are marketing and changelogs are noise — most 'what's new' content lists everything with equal weight. This one makes a call on each item, with the evidence for the call shown, not just asserted.
What to take from it: a technical update is only useful once someone has done the work of separating adopt from watch from skip. Read the changelog once with a verdict attached, instead of researching every line item yourself.
